The truth is that you don’t need the internet or websites like Fiverr to find your first clients as a graphic designer. You can find your first design clients in your own networking of contacts.

Start with your family and friends as design clients, and also be your own client. Do personal work and design work for people you care about. Then expand to small businesses in your area.

If you’re going to use online sites, find clients and budgets that you can live with. Don’t settle for design clients that you don’t want just to make a buck or build up experience. If you’re going to work free or cheap as a beginning designer, you may as well do it for people you like or even love, starting with yourself.
