ANC Sec General: Putin is a head of State. South Africa can’t Arrest a head of State

In Another part of the BBC HARDTalk interview between Stephen Sacker and South Africa’s ruling party – ANC’s Secretary General Fikile Mbalula. Mbalula insisted that South Africa did NOT supply weapons to Russia but also reiterated that they will NOT arrest Putin if he ever goes to South Africa. Saying that Putin is a head of State.
