You can “buy” forgiveness for the sins of Apartheid. The South African government’s planned Transformation Fund (black empowerment) is reminiscent of the Roman Catholic Church’s sale of indulgences in the fifteenth century. Members could “buy” forgiveness for their sins while the church made a profit.

The discussion paper for the transformation fund’s starting point is BEE legislation, according to which large enterprises must help correct the “injustices of the past” through “black empowerment”.

The document’s problem statement is that, after all the years of black economic empowerment (BEE) black people’s share of the economy is still too small.

The solution is for the state to create a fund that helps black-owned enterprises to participate successfully as suppliers of goods and services to the economy.
